About the Lakes at Centerra Consolidated Metropolitan District

The Lakes at Centerra Consolidated Metropolitan District (“District”) is a 3,000-acre master-planned development in north-eastern Loveland, Colorado. The District was organized to finance public improvements needed for community development and to provide ongoing operations and maintenance of certain public improvements, including Explorer Park and public parkways surrounding the community. The District is funded through homeowner annual property assessments. The District does not impose any additional fees above what is currently on property owners taxes, such as operations and maintenance (“O&M”) fees, covenants, or utilities.

Managed areas include: 

  • Explorer Park (Incuding playground and dog-park).
  • Frank Farms Park (Including playground).
  • District common area landscaping.

What is a Metro District?

A Metropolitan District, or “Metro District,” is a special district and a local government unit authorized by Colorado state statutes, including the Special District Act (Section 32-1-101, et seq., C.R.S.).

Metro Districts are organized to finance public improvements necessary for development to occur and provide ongoing operations and maintenance of certain public improvements.

Master HOA

The “Master” HOA is responsible for the larger Lakes at Centerra community amenitiesThe HOA also enforces the community’s covenants and restrictions.

Homeowners are assessed dues quarterly to support ongoing expenses. The Master HOA is managed by MSI Property Management.  

Managed areas include: 

  • Clubhouse and area, including pool, playground and common area landscaping.

The clubhouse office is staffed Tuesday through Thursday from 9:00 a.m. to 5:00 p.m.

HPEC / Native Open Space

Much of the native open space surrounding the Distrcit is managed by the High Plains Environmental Center (“HPEC”). HPEC property surrounds both Houts Reservoir and Equalizer Lake, as well as other areas throughout the community. The property was deeded to HPEC by the community developer, Realberry, to support the “Suburbitat” concept, where suburban development and native ecosystems exist side by side. Suburbitat promotes public awareness of restoring natural resources, conserving water, and supporting pollinators through the use of native plants in community landscapes.

Managed areas include: 

  • Houts Reservoir area (Dock and Lake access) landscaping.
